To remove paint use some rubbing alcohol (highest concentration you can get) available at your local pharmacy.

Deep scratches sometimes need to be cleaned with a blade or exacto knife. Use a little bit or Armorall to make it shiny.

If after you done cleaning part looks matte doe to too many scratches you can degrease it with alcohol and spray a very fine coat of car bumper clear coat. Be very careful not to overdo it may fill the texture of the surface and if coat is too thick soon it will start cracking and peeling.
