Use cable ties to secure the tube on the top and well as on the bottom.

There are 2 kinds of fill tube For Kirby G3, G4 and G5 vacuum models.
THIS FILL TUBE IS THE ONE SOLD IN THIS LISTING
Used on older style miniemptors (plastic bag part):


Later Kirby company made G3, G4 and G5 sweeper model miniemptors to accept the new style "Snap In" fill tube and the neck of the miniemptor is not thread-like but it has only one ridge. Fill tube end is pushed over this ridge and this is how it is being held onto the neck of the bag base. It is still recommended to secure the snap fill tube with one or two cable ties. Models after G5 had snap fill tubes pre-installed.
